Course Description: HUD’s Real Estate Assessment Center (REAC) is planning changes to its physical housing inspection model. The new model, National Standards for the Physical Inspection of Real Estate (NSPIRE), is intended to improve upon the current Uniform Physical Condition Standards (UPCS) protocol by prioritizing health, safety and functional defect.
Topics to be covered include: Is it functional or cosmetic? Does the age of the roof determine a failed inspection? Are cast iron underground pipes a deal killer? My electric panel is only 40 years old, what’s the problem?
